If you're from a very high risk country (India?), the condition is almost certain to be imposed and there is no way around it. There is no way you would be granted a waiver after arrival simply because you want to become a student. You say that you want to be able to change status if you get 'educational opportunities' so why not simply apply for a student visa in the first place?
