Why does a Australian Tourist visa implied with 8503 condition? How to avoid it?

I want to visit Australia as a Tourist. I am interested to change my status if I got some educational opportunities there. But someone told me that if a person’s visa is stamped with 8503 condition, he/she can’t change the status. So, I want to know that how can 8503 condition be avoided. What conditions make the visa officer to apply this 8503.

Following is a direct link tot he condition 8503 fact sheet. It also includes the how and why of the condition and how to apply for a waiver if necessary.

  2. There is nothing that can be done to avoid an 8503. If you’re from a very high risk country (India?), the condition is almost certain to be imposed and there is no way around it. There is no way you would be granted a waiver after arrival simply because you want to become a student.

You say that you want to be able to change status if you get ‘educational opportunities’ so why not simply apply for a student visa in the first place? All educational opportunities that would be acceptable for a student visa are available for enrollment from overseas and you will still need to meet all of the same financial and other conditions.
