Can a foreigner with a tourist visa and is currently in the US marry a US permanent resident?

I’m a US permanent resident, and I have a boyfriend in the Philippines. He’s planning to obtain a tourist visa and visit me here in California. My question is, if we decide to get married while he’s here in the US, is there a probability that he will be granted temporary residency? Or will he need to go back to the Philippines and I would have to petition him from there?

you can but it does not affect his immigration status until you file I-130 petition for alien relative or I-129F petition for alien fiance(e) if you are not married; either way he must return to his country without violating usa laws and wait for processing; better if you apply for citizenship first unless you have not been in usa long enough to do so

The State Department’s goal is visa delivery no more than 30 days from the time of application in most cases,
Minimum age 21 for Visa
There are two types of nonimmigrant visas available for people who want to visit the United States.

Visitor for business (B-1)
Visitor for pleasure (B-2)
The B-1 visa is for individuals who wish to visit the United States temporarily for business purposes, (e.g. conferences) or for medical treatment, or to accompany a family member who is requires medical treatment.

The B-2 visa is for individuals who wish to visit the United States temporarily or to visit family or friends.

If you are planning to visit the United States, you should be prepared to demonstrate the following:

Your visit will be temporary
You will depart at the end of your authorized stay or any extension granted by USCIS
You are in possession of a valid passport

I wish to visit Scotland. When is the best season and what are the procedures to get a tourist visa? And what are the rules and regs and dos and don’ts? I might travel alone or with my bf.
I wish to know the expenditure as well.

For Scotland, you’ll need a visa for the United Kingdom. Check at your local British Embassy or Consulate.

Go in summer (June, July, August) – when it’s warmest.

Prices in Scotland are generally the same as the rest of the UK, but cheaper than London.

I am planning to visit my parents in Seattle USA because I haven’t seen them since they left the Philippines in 2003. My mom who has been naturalized as US citizen petitioned me in 2004. Won’t the petition affect my chances of getting a tourist visa? Do I stand any chance?

You might find it hard to get approved of tourist visa since you have a pending petition.All tourist visa applicants are deemed to be an intending immigrant unles you can prove otherwise.But if you have enough proof that will show you have strong ties in the Philippines then you might still be able to get a tourist visa.Be honest however when asked to disclose if you have a petition currently in process.

I’m a Filipino and plans to take a vacation in the US. How long would it take to process a tourist visa?

Right now in Manila the wait for an interview appointment for a tourist visa is 20 days. After the application is approved, it takes 3 days to get your passport and visa back. The times vary, as someone else mentioned, based on the time of year and the number of visa applicants.
